- Overview
The Inuit Broadcasting Corporation (IBC) seeks proposals from qualified, cost-effective consultants to develop a comprehensive business plan. The business plan will incorporate all entities related to IBC, including the corporation, the social enterprise and the business.
It will also include a plan for sustaining ongoing training through the “Tigulavut – To Get Ahold Of” initiative, a culturally grounded media training program scheduled to begin in 2026. The selected consultant will also serve in an advisory role for the development of IBC’s new strategic plan and the recruitment process for the training program participants.
- Background
IBC is a non-profit, registered charitable organization that is supported by both government and private sector funding. IBC is also associated with two for-profit corporations, which are based in Nunavut. There are business opportunities within both of these arms of IBC, and the business plan we are soliciting should account for these as well as the overall operations of IBC and its goal of achieving sustainability.
In addition, the business plan will include the development of “Tigulavut – To Get Ahold Of”, which is a multi-phase initiative designed to provide Inuit youth with industry-relevant training in television and media production. The program will be developed through collaborations with professionals and academic institutions such as Algonquin College and Carleton University. The program will prepare 20 participants annually to enter the workforce with culturally aligned, practical skills in television and media production. The program will be launched in 2026 following the completion of five project phases, including strategic planning, business plan development, recruitment process design, and curriculum development.
- Scope of Work
The selected consultant will be responsible for the following:
- Primary Deliverable: Business Plan Development
- Develop a comprehensive business plan for IBC, its two corporations, and the Tigulavut program, including:
- Financial model and cost projections
- Operational plan and staffing model
- Sustainability and funding strategy
- Infrastructure and resource needs
- Risk assessment and mitigation plan
- Collaborate with IBC staff to ensure alignment with broader organizational goals
- Submit a draft business plan by December 1, 2025, and a final version by December 31, 2025
- Advisory Role: Strategic Plan
- Provide expert input into IBC’s strategic planning process (September 1, 2025 – January 31, 2026), which will be led internally by IBC
- Provide a template for strategic plan development after consultations with key IBC Staff
- Review IBC’s current and new strategic plans and provide feedback and suggestions on how they can be improved

*Please note that this project is time-sensitive: Deadlines must be respected in order to adhere to our timeline. The training program must begin in June to coordinate with post-secondary institutions and their students.
- Qualifications
The ideal consultant will demonstrate the following:
- Proven experience in developing business plans, preferably for education, media, or Indigenous-led initiatives
- Understanding of Inuit culture, values, and community priorities
- Experience working with non-profit organizations or training institutions
- Strong financial modelling and strategic planning skills
- Ability to work collaboratively and meet deadlines
- Proposal Requirements
Interested consultants are asked to submit a proposal including the following:
- Cover letter summarizing qualifications and interest in the project
- Proposed work plan and methodology
- Timeline and availability
- Budget with a detailed breakdown of costs
- Resume and/or organizational profile
- Two references from recent, relevant projects
- Evaluation Criteria
Proposals will be evaluated based on:
- Demonstrated experience and qualifications (30%)
- Quality and feasibility of proposed approach (30%)
- Cost-effectiveness (20%)
- Cultural relevance and understanding of Inuit communities (20%)
